i. Agree the indicative headline structural
highways maintenance capital allocations for 2021/22 based on
current planning assumptions.
ii. Grant approval to carry out the relevant procurement
processes
iii. Authorise officers to bid in to the corporate reserve for
funding to mitigate any short term cash flow issue as a potential
overspend from 2020/21.

To enable NYCC officers to
• produce a draft highways maintenance capital programme for
2021/22, noting that final budget levels have not been provided by
central government
• carry out the relevant procurement processes to facilitate
delivery of the 2020/21 programme
• seek to manage any short term cashflow issues as result of
the receipt date of funding for 2021/22 and the potential for any
overspend in the 2020/21 programme.
