To approve consultation on the proposals for years 2 and 3 of the Special Provision Capital Funding.

The LA has a statutory responsibility under the Children and Families Act 2014 to keep its special educational provision under review, to ensure sufficiency in placements to meet the needs of children and young people with special educational needs and/or disabilities (SEND), working with parents/carers, young people and providers.

In 2016/2017 the DfE awarded a one off grant to all local authorities to review their provision for children and young people with SEND aged between 0-25 years and to develop and publish strategic plans that set out how such provision should be made. In parallel the DfE initially committed £215 million as a Special Provision Capital Fund (SPCF) to further develop capacity and improve facilities in provision for children and young people with Education, Health and Care Plans (EHCPs). North Yorkshire was originally allocated a total of £500,000 over three years from 2018/19 to 2020/21, with a further £116 279 allocated in 2018, making a total of £616 279. £163K was allocated within year 1 leaving £453K to be allocated in years 2 and 3.
