The Corporate Director – Business and
Environmental Services (BES) and the BES Executive Members noted
the outcome of the review into parking permit prices and agreed to
consider further the principle of Option 2. However, a further
report was requested setting out proposals based on Option 2
including a focus on rationalising and standardising the proposed
charge levels.

At this stage the decision is to give further consideration to the
principle of Option 2 as this appears to provide the most
appropriate solution and is in line with the Parking Strategies and
Management guidelines which indicate that the cost of permits must
be linked to the costs of administering the scheme. In assessing
whether to proceed with Option 2 there needs to be an analysis of
the legal aspects of the proposal, having regard to current
legislation, case law and statutory guidance, as highlighted at
para 11.1 of the report together with consideration of
rationalising and standardising charges.
Option 1 would have involved smaller increases
but the report considered that it did not provide the potential to
remove the current moratorium on permit zone requests – the
County Council have a duty under Section 122(1) of the Road Traffic
Regulation Act 1984 to exercise their functions as road traffic
authority so as to secure (inter alia) the provision of suitable
and adequate parking facilities on and off the highway.
