To seek approval from the Executive Member for
Culture, Arts and Housing to adopt the revised Anti-Social
Behaviour Policy (Landlord Services) and accompanying Good
Neighbourhood Management Policy.
Approval has been given to adopt the proposed
Anti-Social Behaviour Policy and accompanying Good Neighbourhood
Management policy for the Councils’ landlord
service.
Registered Providers (and which includes North
Yorkshire Council) are required by law to meet the expectations set
out in the Regulator of Social Housing’s consumer standards
(Neighbourhood and Community Standard). The Anti-Social Behaviour
Policy has been updated to ensure that we can fulfil the
expectations set out in this particular standard.
The Good Neighbourhood Management policy sets out what the
Councils’ response to concerns raised by tenants, but which
do not meet the threshold of anti-social behaviour. This is deemed
to be best practice in this area of housing management.
It is a requirement of the Regulator of Social Housing
Transparency, Influence and Accountability standard for a
Registered provider, “to take tenant’s views into
account in their decision making about how landlord services are
delivered and communicate how tenant’s views have been
considered”.
It is also good practice and in line with North Yorkshire Councils
own consultation principles to consult on a policy which concerns a
significant number of its residents (tenants).
