To review the Corporate Director of Community
Development’s scheme of sub-delegation and make the
sub-delegations to their Assistant Directors and other senior
officers as set out at Appendix 1, subject to any limitations set
out therein. This decision is approved to come into effect on
Monday 12 May 2025.
The Officers’ Delegation Scheme and the
Constitution procedure rules set out various general and specific
executive and non-executive delegations to Chief Officers. The
Officers’ Delegation Scheme also permits sub-delegation to
other officers within their directorate by Chief Officers (except
where expressly excluded).
The Constitution provides that any delegations (and therefore
sub-delegations) must be exercised in accordance with:
• any instructions given by the Chief Executive Officer;
• any budgets or policies approved by the Council, and not
committing the Council’s budget to growth for future
financial years;
• the Financial, Procurement and Contract and Property
Procedure Rules;
• any legal advice from the Assistant Chief Executive Legal
and Democratic Services; and
• any legal requirements and restrictions.
A scheme of sub-delegation from the Corporate Director of Community
Development to Assistant Directors and other senior officers has
been in place from 1 April 2023 to sit alongside the
Constitution.
A clear scheme of delegation, kept under review, is essential for
the good governance of the authority and to enable transparent,
accountable and lawful decision-making.
It is now timely to review and update (as required) the scheme of
sub-delegation.
There is no practical alternative. It would
not be practical to not make any sub-delegations to other
officers.
It is a matter of good governance to periodically review the scheme
of Corporate Director of Community Development’s
sub-delegations.
