Purpose:

To present the Adult Learning and Skills Service Fee Policy, Looking to increase the fees for Adult Learning Courses by 10%, in line with the Council policy. Please note this will affect a few courses as most of our learners are fully funded and do not pay for their learning. Along with their legal entitlement of English, Maths and Digital skills which are free.

Decision:

Approval to set the fees and charges to learners who are eligible at £6.15 per hour for full fee-paying learner and £2.60 for fee remitted learners - this will be applied through the same funding entitlement and fee remission rules as Accredited Learning.
When we work in partnership with organisations and offer learning for free, we sometimes have learners who would ordinarily be unfunded due to their postcode area (devolved) in such instances, and only in this instance we propose a charge of £8.70 per hour. This will enable them to participate with their peers. All other groups of unfunded learners are excluded.
Note: there was a typographical error in the forward plan entry (stating increase of 6%). Para 4.4 of the associated report provides an explanation of the agreed increase (10%).

Reasons for the decision:

In line with the wider council charges policy an uplift in charges in-line with inflation and seek a moderately larger increase to reflect static funding levels.
