Purpose:

To approve the re-procurement of the Community Mental Health Service contract for a period commencing on 1/10/2025.

Decision:

Approval has been given for the re-procurement of the Community Mental Health Prevention Service, commencing on 1st October 2025.

Reasons for the decision:

The Community Mental Health Prevention services continue to provide good quality and good value services, delivering preventative Mental Health Services across North Yorkshire in 6 locality areas. The current contract term ceases 30/9/2025 and there are no further options to extend within the current contract. Therefore, a new procurement is required.

This procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023 and the Authority is to follow Direct Award Process C.

The proposed contract duration is 2 years with a provision for two extensions of 1+1 years. This would allow for some security along with sufficient flexibility to respond to future opportunities to better align with health services. A formal service development improvement plan will sit alongside the contract, and we will work with providers on transformation and embedding this in their service.

Alternative options considered:

The alternative to re-procuring this service would be to reduce the service level available and cause instability in the market. This would reduce the ability of the service to support individuals and promote good outcomes.
