Purpose:

To seek approval for: charging the licencing regime for relevant protected caravan sites (ie sites that are occupied on a permanent residential basis and where a charging regime is in place) and charging a fee for the activities of the testing regime.
The Mobile Homes (Requirement for Manager of Site to be a Fit and Proper Person) (England) Regulations 2020 are made under the Caravan Sites and Control of Development Act 1960 following the power in the Mobile Homes Act 2013 creates a requirement for relevant protected sites to be managed by a fit and proper person.
Fees Policies must be published

Decision:

The NYC Park Home Fees Policy 2025-27 as detailed in Appendix 1 of the report is approved;
and the NYC Park Home Fit and Proper Person Fees Policy 2025-26, as detailed in Appendix 2 of the report is approved.

These policies will come into effect on 4 June 2025, and not 1 June 2025 as indicated in the report.


Reasons for the decision:

The introduction of the two new fees policies for the County, will protect the interests of residents occupying park home sites will create a fair-trading environment for site owners. It will allow the Council to comply with is responsibilities relating to Park Home sites and to recover its reasonable costs for these activities in accordance with relevant guidance.

Alternative options considered:

Alternative options were not considered as the Council must implement the licencing regime and fit and proper person determination for park home sites and is able to recovery its reasonable costs for these services.
