To set out the proposed Lettable Standard which sets the specification and standard to which council homes are repaired and prepared prior to letting.
A decision is required regarding the adoption and implementation of the policy.
That the Executive Member approves the adoption of the Lettable Standard, and delegates authority to the Assistant Director of Housing to make minor amendments to the policy as required by changes in regulation or legislation.
The report details that the Lettable Standard?will help the Council manage void properties more consistently and transparently, improve tenant experience, and reduce regulatory risks. It will also support more efficient use of resources and align with the Council’s strategic goals to provide safe, decent, and energy-efficient homes while ensuring fair treatment for all tenants.
Continuing with previous procedures instead of adopting a single Lettable Standard was not recommended, as it would continue inconsistencies in service quality, property conditions, and tenant experience across North Yorkshire. This approach would hinder compliance with regulatory standards, conflict with the Council’s Housing Strategy, and limit its ability to monitor performance and manage risks effectively. Without a unified standard, tenants could face unequal and potentially unsafe living conditions, undermining the Council’s goal of delivering high-quality, equitable housing services.
