Procurement of Void Clean and Clearance Works for Housing properties

Purpose:

The Housing Service has Operational Teams who are responsible for carrying out void works to the housing assets. However, we require backup specialist Contractors to ensure void (empty) properties are brought back into use within acceptable standards and are carried out within the timescales required.
Therefore, the Service wish to procure two contracts covering work in empty properties across the Housing stock area as below: -
•Void Cleans
•Void Clearances
•Garden clearances
•Specialist / Environmental Cleans
•Trimming of lawns, plants, hedges, trees
•Removal of drug paraphernalia including Needle stick
•Graffiti removal
•Carpet cleaning
The Contract will be split into two lots –
•Lot 1 - North area – this area covers the former Richmondshire area and North of the Harrogate area, there are approx. 2800 properties in this area
•Lot 2 - South area – this area covers the former Selby area and South of the Harrogate area, there are approx. 5500 properties in this area
Both would be a 2-year contract
Potential contract start date July 2025.

Decision:

Approval of the commencement of a Procurement exercise to secure contractors to provide Void Clean and Clearance works to housing assets, to ensure that void (empty) properties are brought back into use within acceptable standards and are carried out within the timescales required.


Reasons for the decision:

To ensure the Housing Services are compliant with the procurement of Void Clean and Clearance works.

Alternative options considered:

To not procure a contract, this was rejected as it would make the Service non-compliant with Procurement Rules
