Decision:

The Authority will extend the existing contract for Radio Frequency Identification (RFID) Self Service kiosks provided in Libraries by Bibliotheca for 3 years. The extension will take effect from 1 April 2026 and will continue until 31 March 2029.

The extension value is £150,838.56 inclusive of VAT.

Reasons for the decision:

The self service kiosks have been in place in libraries for 7 years and we had the option to extend the support and maintenance contract. This is to allow an upgrade to Windows on the machines to keep them working past October 2026 and to ensure that there is no need to re-procure new machines in order to keep them operational.

Alternative options considered:

Cancelling the current contract and starting a procurement process – this would have meant a delay and potentially no self-service options for customers for several months.

Replacement of all the kiosks – this would have been a costly exercise.
