The Housing Standards Team to procure a contract for the Safety

Decision:

To enable the Housing Standards Team to procure an external contract for the delivery of Safety and Compliance Assurance Auditing across all statutory and regulatory compliance activities within North Yorkshire Council’s domestic social housing stock (HRA).

Reasons for the decision:

By procuring the service through the open market, the Council can access appropriately qualified and experienced specialists, ensuring a robust, independent and objective level of assurance. This approach provides greater confidence in the outcomes of the audits and supports strong governance and compliance arrangements.

Alternative options considered:

The option of undertaking the Safety and Compliance Assurance Audits internally was considered. However, this was rejected as the Council does not currently have the specialist expertise or capacity required to carry out these audits to the necessary professional standard.
