Minutes for the Meeting held on 11 April 2024 Minutes: In respect of the
interest he declared at the meeting, Councillor Maw clarified that he had been
a member of a Scarborough Borough Council working group which considered the introduction
of adrenaline sports on both the South and North Bay. Subject to the above
amendment, the minutes of the meeting held on 11 April 2024 were confirmed and
signed as an accurate record. |

Planning Applications The Committee considered reports of the Assistant Director Planning –
Community Development Services relating to applications for planning
permission. During the meeting, Officers
referred to additional information and representations which had been received. Except where an alternative condition was contained in the report or an
amendment made by the Committee, the conditions as set out in the report and
the appropriate time limit conditions were to be attached in accordance with
the relevant provisions of Section 91 and 92 of the Town and Country Planning
Act 1990. In considering the report(s) of the Assistant Director Planning –
Community Development Services, regard had been paid to the policies of the
relevant development plan, the National Planning Policy Framework
and all other material planning considerations.
Where the Committee granted planning permission in accordance with the recommendation in a report this was because the proposal is in accordance with the development plan, the National Planning Policy Framework or other material considerations as set out in the report unless otherwise specified below. |

Minutes: Considered :- The Assistant
Director Planning – Community Development Services sought determination of a
planning application for widening and resurfacing of parts of the Cinder Track
at the Cinder Track between Burniston and Cloughton on behalf of North
Yorkshire Council. The planning officer
advised that following deferral of this application at the previous meeting,
she could confirm that the length of the Cinder Track under consideration was
already accessible to wheelchair users and equestrians, and the proposed
upgrade of the track and resurfacing of the ramp would further improve
accessibility. Chris Bourne, as the applicant (on
behalf of North Yorkshire Council) spoke in support of the application. During consideration
of the above application, the Committee discussed the following issues:- · That their queries around the Cinder Track’s
accessibility had now been addressed · The Arboricultural Impact Assessment and the
recommended mitigation measures reflected in Condition 4 · The importance of the different users of the
Cinder Track respecting each other and that dogs be kept under control The decision:- That planning permission be GRANTED subject
to conditions detailed in the Committee report. Voting Record A vote was taken and the motion was declared carried
unanimously. |

Minutes: The Assistant
Director Planning – Community Development Services sought determination of a planning
application for alterations to surfacing of 4 no. tennis courts; erection of 6
no. floodlights, secure fencing and gates; provision of 5 no. parking spaces;
and associated drainage, landscaping and footpaths at Scarborough Sports
Centre, Filey Road, Scarborough, YO11 2TP on behalf of North Yorkshire Council. Updating the report,
the planning officer advised that since the report’s publication, 12 further
objections had been received which raised issues either already addressed in
the report or not material to this planning application. In respect of the hours of use of the upgraded
facilities, the planning officer confirmed that this would be no later than 9pm
and no earlier than 7am to mirror the nearby athletics track. Condition 6 would be amended to reflect this
requirement. During consideration
of the above application, the Committee discussed the following issues:- · The adequacy of the proposed car parking · The lack of toilet facilities which could lead to users urinating in the vicinity of the courts · That the proposed restoration of the courts for public use would maintain the important historic legacy of the site and address a need identified in the Tennis Strategy and on a site designed for such purposes The decision:- That planning permission be GRANTED subject to conditions detailed in the Committee report and an amendment to Condition 6 as detailed above. Voting Record A vote was taken and the motion was declared carried with 4 in
favour, 1 against, and 1 abstention. |
