Planning Applications

The Committee considered reports of the Head of Development Management – Community Development Services relating to applications for planning permission.  During the meeting, Officers referred to additional information and representations which had been received.

 

With the exception of the additional condition proposed by the planning officer at the meeting, the conditions are as set out in the report and the appropriate time limit conditions were to be attached in accordance with the relevant provisions of Section 91 and 92 of the Town and Country Planning Act 1990.

 

In considering the report(s) of the Head of Development Management – Community Development Services, regard had been paid to the policies of the relevant development plan, the National Planning Policy Framework and all other material planning considerations. 

 

The Committee granted planning permission in accordance with the recommendation in a report because the proposal is in accordance with the development plan, the National Planning Policy Framework or other material considerations as set out in the report.

Report of the Head of Development Management – Community Development Services

Minutes:

The Head of Development Management – Community Development Services sought determination of a planning application for the conversion of vacant visitor accommodation to a 13 bedroom House of Multiple Occupation (HMO) at 7 Blands Cliff, Scarborough, North Yorkshire, on behalf of Mr Ayobami Akeju.

 

Providing an update to their report, the planning officer advised that the applicant had now submitted a revised plan as documented within the report. The plan showed that where a bedroom was previously proposed at basement level this had now been omitted and the bin/cycle store enlarged.  The Council’s Tourism and Leisure Team had confirmed that they had no objection to the application.  Finally, Members were advised that should they be minded to approve the application, then the following further condition was recommended in relation to CCTV:

‘Prior to first occupation of the House in Multiple Occupation plans indicating the location of the proposed CCTV cameras and details of their coverage shall be submitted to and approved in writing. The CCTV cameras as agreed shall be implemented in full and maintained for the lifetime of the development in the interests of ensuring a safe and secure environment for the occupants and surrounding amenities (DEC4 and para 96 Section 8 of the NPPF).’

 

Tony Fenter spoke objecting to the application.

 

The applicant’s agent, Jon McDermott, spoke in support of the application.

 

During consideration of the above application, the Committee discussed the following issues:-

·       The potential negative impact on the locality of HMOs in terms of crime and antisocial behaviour as evidenced by previous problems in Castle division.  However, there was a requirement by planning condition to comply with the updated Management Plan and the conditions of the HMO licence which would help address antisocial behaviour and other matters such as waste collection arrangements

·       How the proposals would provide accommodation for young people in support of the labour force and to assist them to get on the housing ladder

 

The decision

 

That planning permission be GRANTED subject to conditions detailed in the committee report and the additional condition in respect of CCTV set out above.

A vote was taken and the motion was declared carried with 3 for and 3 against and the Chair using his casting vote.
