The Booze Market - Application for a new Premises Licence The purpose of the report is to determine a premises licence application under the Licensing Act. 2003. Additional documents:
Minutes: The Corporate Director of Environment submitted a report, together with various appendices, asking Members to determine a premises licence application under the Licensing Act 2003 in respect of the Old Bank, Main Street, Cross Hills, BD20 8TB. A number of relevant representations had been made, thereby requiring the Licensing Authority to hold a hearing to determine the application. Correspondence had been received from North Yorkshire Police and the Council’s Environmental Health Department and four written representations (one of which was subsequently withdrawn and therefore given no consideration). The Sub-Committee also had the benefit of supplementary papers containing further correspondence provided by the applicant from the South Craven Together Group. The Sub-Committee heard from the Licensing Officer, the Applicant, the Applicant’s Representative and one Representor. Following consideration of all matters before them the Sub-Committee Resolved: To GRANT the premises licence on the terms applied for to include the following hours for licensable activities as applied for by the Applicant: Sale of alcohol (on sales only) Monday to Sunday 10:00 to 23:00 Opening hours Monday to Sunday 10:00 to 23:30 And the conditions the Applicant agreed with North Yorkshire Police at Appendix A to the report submitted together with the following additional conditions imposed by the Sub-Committee: All windows and doors are to remain closed at the premises after 21:00 each day, except for access and egress. No deliveries (in relation to licensable activities) to the premises shall take place between 23:00 hours and 07:00 hours. No collections or disposal of waste or recycling materials (including bottles) from the premises shall take place between 22:00 hours and 07:00 hours. Members Reasons: In coming to the decision, the Sub-Committee had due regard to the four Licensing Objectives, namely; the prevention of crime and disorder: public safety; the prevention of public nuisance; and the protection of children from harm. Due regard was also given to the National Guidance issued under section 182 of the Licensing Act 2003 and the North Yorkshire Council Statement of Licensing Policy dated 21 May 2025.
