The Sub-Committee considered the report of the Corporate Director in respect of an application for a premises licence for Talk BarBar, 181 Columbus Ravine,

Scarborough, YO12 7QZ. The committee report, the application, the representation, Scarborough Borough Council statement of licensing policy, the s182 guidance, and photos and a map of the premises.

 

In respect of the Applicant, the meeting was attended by Scott Laverick.

 

The Licensing Officer presented the report and summarised the representation to the panel. After which, the Chair invited the Legal Officer to speak. Mr Davey explained that there was no Cumulative Impact Zone (CIZ) in the area and referred to the relevant guidance which could be considered by the panel. Following this, questions were asked regarding the proximity to other premises and complaints in the area. The Licensing Officer circulated a map of the area and described the nearby premises as being no further than 100 yards; and that there were no complaints on file.

 

The Chair invited the applicant to speak.

 

Mr Laverick made the following points:

 

-        The area was not entirely residential and featured a number of B&B’s and Holiday Lets.

-        The Bella Rose Café located next door, which they owned, would often close before the busier late hours.

-        Talk bar would work in conjunction with the café.

-        They had not witnessed any trouble in the area.

-        That many locals had expressed approval to them of the idea.

 

 

Members inquired into how the relationship between Talk Bar and Bella Rose Café would work. The applicant clarified that the café was primarily an eatery and that Talk Bar was primarily a bar that would also sell snacks. Further, while the Bar and Café would operate in conjunction, this would be limited by the café’s opening hours which were dependent on the time of year, nearby events at the Open Air Theatre, and footfall of customers to the café on the day.

 

The panel asked a number of additional questions. The applicant responded that Mrs Laverick was the sole personal licence holder; that they had run the business for six years; that there would be four tables outside in a partitioned area; they owned the outside land; there would be table service; they would have staff to monitor the outside area.
