That Councillor Derek Bastiman be elected as Chair for the duration of the meeting.

The Sub Committee agreed the procedure for the meeting as outlined by the Chair.

Members considered the following:

 

(i)             Written report including appendices and verbal presentation of the Licensing Officer.

(ii)            Inspection of the vehicle – plate number HC180B.

(iii)           Verbal presentation of the applicant.

 

The panel also had regard to the North Yorkshire Council Taxi Licensing Policy and the relevant statutory guidance.

 

The Licensing Officer and the applicant made presentations to the Sub-Committee, together with the applicant’s employer.  Cross questioning was undertaken following the presentation.

 

Resolved –

 

That, having closed inspected the vehicle and considered the report, alongside copies of its recent MOTs and vehicle inspections, Members considered that:

 

i)               The vehicle was in good condition and has been well maintained.

ii)              The applicant’s employer had presented himself as a professional operator.

iii)             The absence of complaints relating to the vehicle; and

iv)             The absence of complaints relating to the applicant.

 

Members were, therefore, satisfied that the applicant had shown sufficient reason to justify a departure from the Council’s general policy in this instance and the Hackney Carriage Vehicle Licence for plate number HC180B be renewed for the period of one year.
