The Corporate Director – Environment submitted a report asking the Sub-Committee to consider an application for the grant of a hackney carriage vehicle licence as the vehicle did not comply with the standard criteria as stated in the Council’s Hackney Carriage and Private Hire Policy.  The reason being that the vehicle was over 10 years of age since first registration.  Such vehicles could be licensed at the discretion of the General Licensing and Registration Sub-Committee.

 

The applicant attended in person before the Sub-Committee.

 

The Sub-Committee considered the following:-

  • The meeting papers, including a report from the Licensing Enforcement Officer;
  • Oral evidence from the Licensing and Enforcement Officer.
  • Oral evidence from the applicant, Mr Tony Lee; and
  • A physical inspection of vehicle 124D by the sub-committee.

 

Decision

 

The decision of the sub-committee was to GRANT the application to licence Hackney Carriage Vehicle number 124D for a period of twelve months, with one additional condition that the vehicle be subject to a mechanical inspection three times per year.

 

The sub-committee was persuaded by the applicant that an exception to paragraph 47 of the policy should be made for vehicle 124D.
