Minutes: The Chair welcomed everyone to the meeting. In addition to the Committee Membership, introductions were made by all those present at the meeting for this item, which included:

The Commercial Director (RB) introduced the item and his draft Cabinet report (Reference 22/232) upon which the Committee’s views were sought.
The following appendices supplemented the report:
Appendix 1 – Procurement Process Appendix 2 (Restricted Document) – Social Value Appendix 3 (Restricted Document) – Legal Contracts Summary Appendix 4 – SBC Climate Change Impact Assessment
The Director (LD) referenced the two restricted documents (Appendices 2 and 3), and that if it proved necessary to discuss matters within these Appendices at the meeting, the Committee would need to resolve to enter private session. However it was hoped that most, if not all the meeting would be conducted in public session.
As a background to the report, the Director (RB) outlined the reasons and rationale behind the recommendations put forward as detailed in the report and the journey so far on progress. It would enable the Council, and the new North Yorkshire Council, to act as regional leaders in addressing the development market’s failure to provide sufficient suitable affordable housing, by being proactive in making the most effective use of the Council’s landholdings to accelerate the delivery of the well-designed, energy efficient, quality affordable homes that SBC residents needed, both today and for generations to come.
Additionally, that the Joint Venture (‘JV’) partnership would ensure the provision at scale and pace, of the right mix of homes to meet evidenced local needs, whilst contributing significantly to the local economy, providing education, skills and employment opportunities to young people, under-represented groups, local tradespeople and SMEs, expediting the advance toward carbon net zero, and driving community benefits at a local and neighbourhood level.
