After introducing his report, the Planning Officer took to address members’ concerns over car parking, affordable housing, noise generated by the nearby train station and railway, cycle storage, and the extent of porous hard surfacing within the site. This included a confirmation that a condition would cover the need for electric charging facilities for allocated car spaces; a condition for adequate cycle storage in an on-site shelter; a condition for a noise report to be undertaken so that the extent of measures for adequate sound proofing could be determined; and a condition for maximising the extent of porous hard surfacing within the site.

RESOLVED that permission be GRANTED; subject to conditions set out in the report and the additional conditions identified at the meeting in relation to electric charging facilities, attaining adequate cycle storage, commissioning a noise report, and maximising the extent of porous hard surfacing within the site.

After introducing her report, the case officer updated members on the situation regarding groundwater protection. Waited for comments from Yorkshire Water have been received, after the report was published, regarding the submitted Construction Environmental Management Plan (CEMP). Yorkshire Water are satisfied with the proposals and recommendations set out in the CEMP. Consequently, Officers are content that groundwater is not at risk from the development and recommend that permission be granted.

The case officer also asked members to agree to amend Condition 5 (boundary treatments), and to add an informative to the decision regarding Swift nesting boxes.

The case officer also took to address members’ questions over electric vehicle charging points and cycle storage.

RESOLVED that permission be GRANTED; subject to conditions set out in the report, plus an amendment to Condition 5 and an added informative.

In accordance with the Council’s public speaking scheme, Mrs Melanie Edwardson (agent) spoke in favour of the application.

 

The Planning Officer responded to a member’s concern over how the road feeding into the site may pose a hazard to holiday makers entering and leaving by vehicle. The Officer stated that additional signage would be looked into.

 

RESOLVED that permission be GRANTED; subject to conditions set out in the report.
