This committee considered:

i)             A planning application (ref: 19/02258/FL) from Wharfdale Homes Limited for the erection of 62no. dwellings.

ii)            A report from the Planning Services Manager (reference 21/40)

 

In accordance with the Council’s public speaking scheme, Mrs Joyce Powell (resident) spoke in opposition of the application.

 

After introducing his report, the Planning Officer responded to a variety of member queries. Concerns over highways matters included the adequacy of the footpath leading up to the site, the rising amount of cars, the number of junctions located on Green Lane, and therefore the safety of pedestrians and cyclists. Members also made inquiries into the addition of a bus route to mitigate the safety concerns, increase connectivity, and offer a greener transport alternative. The officer communicated to members that although the Highways Authority noted there were some concerns, they had not considered these sufficient grounds to object to the proposal. Furthermore, the officer clarified that there would be a linking footpath to the site, and that the addition of a bus route could be required by way of a section 106 agreement should it be proved reasonable and necessary.

After it was proposed and seconded to defer the application, it was suggested by the Planning Manager and agreed by members that a formal committee site visit be arranged to learn more of the site’s accessibility.

RESOLVED that planning permission be DEFFERED; and that a site visit be arranged.

This committee considered:

i)             A planning application (ref:20/02231/RM) from Keepmoat Homes for reserved matters approval in relation to the Access, Appearance, Landscaping, Layout and Scale for 94 dwellings approved in outline under decision reference 11/01914/OL.

ii)            A report from the Planning Services Manager (reference 21/62)

 

After introducing his report, the Planning Officer clarified the reports stance on issues including designing out crime, flooding, cycle storage, the site’s archaeology, infrastructure such as the new road and bridge, parking, and electric vehicle charging points. In response to a question on the development’s impact on health infrastructure, the officer cited £250,000 in funds that will enhance surgery accommodation in areas that develop the greatest demand. The officer also agreed to discuss the possibility of adding fruiting trees to the site.

 

RESOLVED that permission be GRANTED; subject to conditions set out in the report.

After introducing the report, the Planning Officer responded to a question on the availability of communal parking for residents. The officer noted that there was a condition however would seek further clarification.
