Minutes:

Members were advised that Principal Democratic Services Officer, St John Harris was deputising for the Clerk to the Charter Trustees and Monitoring Officer, Barry Khan.

 

Charter Mayor's Opening Remarks

The Charter Mayor welcomed all to this final meeting of the Charter Trustees for Scarborough.

 

The Charter Mayor invited all those present to stand in silence as a mark of respect following the death of former Mayor and Honorary Alderman of the Borough of Scarborough, Ian Stubbs and former Mayor’s Consort of the Borough of Scarborough, Janet Agar.

 

Finally, the Charter Mayor reminded those present of the restrictions during the pre-election period in respect of the forthcoming elections for Scarborough Town Council.

(i)             That the Minutes of the meeting held on 25 October 2024, having been printed and circulated, be taken as read and confirmed and signed by the Chair as a correct record.

(ii)            That the Minutes of the meeting held on 4 November 2024, having been printed and circulated, be taken as read and confirmed and signed by the Chair as a correct record.

Public Participation

Considered a report of the Responsible Finance Officer (RFO) in respect of the full year budget position of the Charter Trustees to the end of March 2025 for the financial year 2024-25.  The Charter Trustees were advised that as at the end of March a total of £22,900 had been expended, which, subject to there being no further expenditure, would entail a carry forward in 2024-25 of £1,213 contributing to a total amount held in reserve at North Yorkshire Council of £1,626.

 

Resolved (unanimously) that the Charter Trustees note the expenditure incurred to the end of March 2025.

Charter Mayor's Review of the Year

The Charter Mayor will provide a review of their year in office.

 

Minutes:

The Charter Mayor presented her review of her year in office.  She began by thanking her fellow Charter Trustees for giving her the opportunity to serve as Charter Mayor, in addition to expressing gratitude to her Deputy Charter Mayor, civic officer, other support officers and her husband for accompanying her to many of the events.  To date, the Charter Mayor had carried out 73 engagements with a further ten scheduled before she retired from office.  Her first engagement had been the 80th anniversary commemoration of the D Day landings and since then she recalled many highlights including the events related to Armed Forces Day, the visit of the galleon Andalucia to Seafest, Scarborough Cricket Festival, the Honda Goldwing Parade, Christmas and Remembrance services, Town Hall tours, New Year’s Day dip and Pancake Day celebrations.

 

Resolved (unanimously)

That the Charter Mayor’s verbal report be noted.

Presentation of Past Mayor's Badge

Minutes:

The Charter Mayor was presented with her Past Mayor’s Badge 2024-25 by Principal Democratic Services Officer, St John Harris.

Any Other Items

Any other items which the Chair agrees should be considered as a matter of urgency because of special circumstances

Minutes:

Charter Trustee, Councillor Eric Broadbent proposed that each of the Charter Trustees receive a certificate to commemorate their time in this role.

 

The Charter Mayor and the other Charter Trustees welcomed this proposal which the Principal Democratic Services Officer, Mr Harris confirmed would be provided.
