Exclusion of the press and public To consider passing
a resolution under Section 100A(4) of the Local Government Act 1972 excluding
the press and public from the meeting during consideration of item 6 on the
grounds that it involves the likely disclosure of exempt information as defined
in paragraph 1 of Part 1 of Schedule 12A to the Act. Minutes: Decision That under Section
100A(4) of the Local Government Act 1972, the press and public were excluded from
the meeting during consideration of the item of business at minute no 6 on the
grounds that it involved the likely disclosure of exempt information as defined
in paragraph 1 of Part 1 of Schedule 12A of the Act as the Panel was satisfied
that the public interest in maintaining the exemption outweighed the public
interest in disclosing the information. |

Application for the grant of a Hackney Carriage and Private Hire Driver Licence Minutes: The Corporate Director – Environment asked the sub-committee to consider whether the applicant was a fit and proper person to hold a Hackney Carriage and Private Hire Driver’s Licence. Options available to the sub-committee 1. If the Sub-Committee is satisfied, on the balance of probability, that the applicant is a fit and proper person to hold a licence it may grant the licence. 2. If the Sub-Committee is not satisfied, on the balance of probability, that the applicant is a fit and proper person to hold a licence it must refuse to grant the licence. Decision To GRANT the application with no additional conditions. |

Application for a Private Hire Vehicle Licence Additional documents:
Minutes: The Corporate Director – Environment sought the determination by the sub-committee of an application for a private hire vehicle licence that did not comply with the standard criteria as stated in the Council’s Hackney Carriage and Private Hire Policy. Options available to the sub-committee 1. Grant the application to licence the Private Hire Vehicle. 2. Grant the application to licence the Private Hire Vehicle with additional conditions; or 3. Refuse the application to licence the Private Hire Vehicle. Decision To GRANT the application with the following additional conditions: A. The two rear seats (passenger seats 5 and 6) - i. Can only be used by a child aged 10 years or under; and ii. Can only be used for journeys of 20 minutes or less duration B. All bags are to be stored and transported in the boot. C. A permanent grille, luggage bar(s) or manufacturer’s recommended device sufficient to prevent items in the boot from coming into contact with persons using the rear seat must be in place at all times. D. The Licence Holder must provide a copy of the additional conditions of this licence to the parents/guardians of any child being transported in the vehicle prior to their first journey in the vehicle. E. The Licence Holder must provide a copy of the additional conditions of this licence to the Integrated Passenger Team contract team prior to its use under the terms of the IPT contract. |
