Members are recommended to exclude the public from the meeting during consideration of each of the items of business listed in Column 1 of the following table on the grounds that they each involve the likely disclosure of exempt information as defined in the paragraph(s) specified in column 2 of Part 1 of Schedule 12A to the Local Government Act 1972 as amended by the Local Government (Access to information)(Variation) Order 2006:-

Members of the public may ask questions or make statements at this meeting if they have given notice to Elizabeth Jackson, Principal Democratic Services Officer, and supplied the text by midday on 10 October 2024, three working days before the day of the meeting.  Each speaker should limit themselves to 3 minutes on any item.  Members of the public who have given notice will be invited to speak:

·          at this point in the meeting if their questions/statements relate to matters which are not otherwise on the agenda (subject to an overall time limit of 30 minutes);

·          when the relevant agenda item is being considered if they wish to speak on a matter which is on the agenda for this meeting.

Recommendation

That the Executive appoint Councillor Keane Duncan to the Humber Strategy Forum.

Recommendation

Executive is recommended to authorise the Council to enter into a Grant Agreement with Brierley Homes for £2,600,000 to deliver the Broomfield’s Farm Eco-Homes Development subject to satisfying Subsidy Control Regulations.

Recommendation

That the Executive approves of the acquisition of 11 new build properties from Keepmoat Homes in Scarborough for use as affordable rented accommodation, which will be taken into the Housing Revenue Account for use as temporary accommodation for homeless households as and when required on terms to be agreed in accordance with this report and as agreed by the Corporate Director for Resources.

Recommendation

That the Executive consider the report of the Independent Remuneration Panel for Member Allowances and to make recommendations to the meeting of Council on 13 November 2024 regarding the recommended Basic Allowance and Special Responsibility Allowances for 2025-26.

The Chief Executive Officer, in consultation with the Leader of the Council, is recommended to give consent to the making of regulations by Central Government to provide the York and North Yorkshire Mayoral Combined Authority with borrowing powers.

The Executive is asked to note the report and consider whether the Member Champion roles remain appropriate and in line with the Council’s priorities/challenges.

Recommendation

That the Executive appoint Councillor Keane Duncan to the Humber Strategy Forum.
