Contracts which underpin the Council’s current Everybody Benefits Framework expire on 30th November 2024. The authority is looking to re-procure a framework for the provision of employee benefit discounts with salary sacrifice schemes.
It is proposed that the tender is divided into 6 lots:
Lot 1: Employee discount platform
Lot 2: Green car scheme
Lot 3: Home technology scheme
Lot 4: Cycle to work scheme
Lot 5: Childcare voucher scheme
Lot 6: Health cash plan scheme
The decision to be taken relates to procurement of the overarching Framework which has a significant published contract value, with the spend through the framework higher than £500k when it comes to employee participation. This is an in/out spend resulting in the council saving on the participation rather than spending from existing budgets.

Officers are recommending approval of the West Harrogate Infrastructure Delivery Strategy (WHIDS). It has been prepared in order establish the timing and delivery of the infrastructure to support the development sites in West Harrogate. This work will inform the section106 requirements aiding efficient determination of planning applications.
It includes estimated phasing, build-out trajectories and apportionment of costs. The strategy documents can be used as a tool for delivery of the developments and their associated infrastructure by relevant authorities, service providers and developers.

The report will set out the basis of a grant offer made by DEFRA and to recommend the grant be accepted. The offer is a section 31 grant to be spent in the financial year 2024/25 on new burdens arising from the introduction of mandatory Biodiversity Net Gain (BNG) in Feb-Apr 2024.

18/06/2024 - Housing Assistance and Disabled Adaptations Policy

Due to the variations in approach towards the method of delivery of the disabled facilities grant, there were also some subtle variations between the legacy areas in relation to their policy approach and their interpretation and implementation of legislation. Whilst all areas are using the powers and flexibilities given within the legislation, there has been some variation in terms of scope of works undertaken along with differences in financial thresholds and parameters adopted. The report will outline how the policy seeks to draw together an interpretation of the mandatory elements of Disabled Facilities Grant (DFG) legislation and the discretionary elements of the RRO into a single published document. The report will therefore sets out the key recommendations for the policy and seek agreement to adopt the North Yorkshire Housing Assistance and Disabled Facilities Grant Policy for the new authority. The new policy is to be adopted for all tenures, to provide a consistent approach to delivering adaptations for owners and tenants in the private sector and our own housing tenants.

Due to the variations in approach towards the method of delivery of the disabled facilities grant, there were also some subtle variations between the legacy areas in relation to their policy approach and their interpretation and implementation of legislation. Whilst all areas are using the powers and flexibilities given within the legislation, there has been some variation in terms of scope of works undertaken along with differences in financial thresholds and parameters adopted. The report will outline how the policy seeks to draw together an interpretation of the mandatory elements of Disabled Facilities Grant (DFG) legislation and the discretionary elements of the RRO into a single published document. The report will therefore set out the key recommendations for the policy and seek agreement to adopt the North Yorkshire Housing Assistance and Disabled Facilities Grant Policy for the new authority.

18/06/2024 - Adult Learning and Skills Service Accountability Agreement 2024-25

As a provider of adult education in receipt of grant funding of over £1m we must write and publish an accountability statement to form part 2 of our funding agreement with the Skills Funding Agency. We have also been advised that to meet financial procedure rules we must also document approval to receive the recurring grant funding that will make up part 1 of the documentation.

The statement is a mandatory part of the legislation linked to our current funding arrangements but must make clear reference to a document, written by West and North Yorkshire Chamber of commerce called the Learning Skills Improvement Plan (LSIP) and the key priorities of the council.
