Reason for urgency:
Following discussions with the incumbent supplier, who we are intending to direct award to, the price quoted is over the threshold making it a key decision. The next contract is required for 1st December 2021 and therefore this is insufficient time for the decision to be published on the Forward Plan for the required 28 calendar days, in time for the contract start date. The Highways Asset Management System is currently used by both the Council and NY Highways in conjunction to raise and manage highways works orders. Approval is required to ensure that the Council remains contractually compliant and that a key line of business system is available to both the Council and NY Highways to support critical service delivery.
