Reason for urgency:
The Household Support Fund is money NYCC distributes to people on low income, funded by the government. Originally it was run for 6 months to 31 March, but the government has extended it for 6 months (starting 1 April) and changed the national rules. This decision is required as soon as possible to enable the distribution of the funding.
