Reason for urgency:
The urgency is needed, because we need to implement the decision to remain on programme. The work is due on site in August but the decision needs to be made to award by 1st July latest, as per programme. There is real issue with contractor capacity this summer and we do not want to delay the award decision, we could lose the contractor, and it would also put us in programme delay.
