In line with paragraph 6(b) of the Executive
Members’ Delegation Scheme, the Executive Member for
Children’s Services is asked to authorise the agreement for
NYC to accept the North Yorkshire Test & Learn Pilot Programme
(Health & Youth Justice) Grant for the following financial
years 2023/2024, and 2024/25 which will allow the Chief Financial
Officer to authorise the acceptance of the grant. This will enable
the local authority to receive the allocated funding to support the
continued delivery of the Trusted Relationships Service within the
context of the Test & Learn Programme.
Early Help are continuing to lead on the delivery of a Test &
Learn Pilot Programme of work as part of the Regional Health &
Youth Justice Vanguard. The primary focus is to build on existing
work delivering action that brings about a reduction in the number
of first-time entrants into the Youth Justice System; as well as
positively influencing the trajectory of those young people at risk
of re-entering the system. This Pilot has now been extended for an
additional year with a grant to cover the full costs of Trusted
Relationships delivery for 2023/24 and 2024/25.

Reason for urgency:
The MOU needs to be returned asap in order to release funding to partner agencies as well as ourselves. Other partners have signed and all are now waiting on us to complete through this new process. A delay in the agreement would delay funds being released to North Yorkshire Youth.
