To consider the proposed harmonisation and variation to general licence fees for which the Council has the statutory discretion to set.

Reason for urgency:
To enable sufficient time to implement the necessary changes prior to 1 April 2024. It has not been possible to fully review the costs of administering the individual types of licences earlier due to lack of information on overhead costs.
