process and a scheme of delegation for instructing Legal Services
to enter Habitat Bank regulation agreements. The process will be
led by specialist input by Ecology Officers, assessing against
ecological suitability criteria before recommending that Legal
Services be formally instructed. This instruction needs sign-off at
an appropriate level with a scheme of delegation in place.
