Consultation process

Government will consult with North Yorkshire Council and the City of York Council to seek their consent. The actual decision to pass the necessary Statutory Instrument to grant the Mayoral Combined Authority with additional borrowing powers will be a matter for Government.

Consultees

As part of the original process in publishing a Scheme for the Devolution Deal, it was specifically mentioned that the Combined Authority would seek additional borrowing powers (outside of transport and Police, Fire and Crime Commissioner’s functions). This underwent public consultation and the Devolution Deal was subsequently approved. This decision seeks to give Government consent for it to pass the relevant Regulations to allow the Mayoral Combined Authority to borrow for all of its functions.
