The local authority undertakes budget consultation as part of setting the council’s overall budget. Within that framework, the Council agree to delegate the final determination in setting the high needs budget. High needs funding and issues are regularly discussed at the North Yorkshire Schools Forum and North Yorkshire High Needs Funding Sub-Group.
