To outline new powers provided by the
Government under the Levelling Up And Regeneration Act 2023, High
Street Rental Auctions (HSRA), which will aid the Council in
tackling persistent vacant properties in our High Streets. The
report seeks decision to conduct a pilot in Scarborough, with scope
to extend to other areas if it is proving effective and not
impacting heavily on resources.

Consultation process
For the designation of the HSRA area we will
consult through multiple channels utilising our website, social
media channels, local stakeholder groups, direct mail and
traditional local media channels.
Consultees
Internally all relevant departments have been
consulted and have inputted to the report. Externally, if consent
is given to conduct the pilot, the wider community will be
consulted on the area over which the powers will be applied.
Consultations to date for Long Term Plan for Towns and Pride in
Place show the top priority for local people and businesses is to
see the condition of the town centre improved the HRSA powers
directly support that objective.
