“Guidance on Road Classification and the Primary Route Network”, DfT, March 2012, sets out that local authorities may now make road classifications (other than on the Secretary of State’s road network) under the powers conferred on the Secretary of State by section 12 of the Highways Act 1980.

A planning application for the scheme is submitted for determination. A DfT decision regarding funding to build a realigned section of the road at Kex Gill is awaited. The Council (under delegated powers conferred by paragraph 4.4(d) of Schedule 4 of Part 3 of the County Council’s Constitution) hereby provisionally classifies the realigned section of the proposed road, and it shall be designated as the A59.
