To vary the former North Yorkshire County Council online forms platform contract with Granicus Firmstep from 1 April 2024 until its expiry on 31 March 2025 to include the services required from the contracts of the former district and borough councils of Scarborough, Harrogate and Hambleton (also with Granicus Firmstep) that were expiring on 31 March 2024. Continuing with separate agreements from 1 April 2024 would have represented a contract disaggregation risk. There would then be one consolidated North Yorkshire Council contract.

The Original NYCC contract included a specific provision to permit the variation of the contract to include the services that were previously provided to the district and borough councils.

In consultation with the Head of Housing Market Development, the Assistant Director Prevention and Service Development has agreed to extend the agreement between North Yorkshire Council and Community Integrated Care by 12 months. The Agreement will now expire on 30 September 2025.

To award a contract to Ricardo-AEA Limited for the above feasibility studies following a competitive procurement process. The contract term is 6 months and one 6-month extension is available. The total contract value is £164,914 (ex VAT).

This is following the decision to accept the Department Levelling Up Housing and Communities (DLUHC) Devolution Deal Net Zero Fund which was taken by Executive on 12 December 2023.

To extend and vary the contract from 1 April 2024 to 31 March 2026.

To award a construction contract to R H Fullwood Ltd at a value of £805,870.23 for the demolition of a HORSA unit and replacement with a double prefabricated classroom unit and associated works at Boroughbridge Primary School.

This decision is exempt from call in because it is implementing an earlier key decision to procure which was subject to call in.

The report will seek approval:
1. To accept the capacity funding of £250,000 for Long Term Plan for Towns of Scarborough

That the Executive Member for Open to Business following consultation with the Executive Member for Resources and the Assistant Director Resources authorises the acceptance of £250,000 of grant as part of the revenue funding of the Long Term Plan for Towns awarded to Scarborough for capacity funding

• That the Council will deploy a fifth Household Support Fund (HSF) allocation (1 April – 30 September 2024) of £3,537,549.92, in order to provide support to vulnerable households in need of crisis support, with the cost of essentials over the next 6 months.
• That in line with Department of Work and Pensions (DWP) guidance for the fifth phase of HSF, the Council will deliver a programme of targeted and universal support through the following mechanisms:
- Direct award in the form of a shopping voucher to eligible households in receipt of maximum Council Tax Reduction (CTR).
- HSF Exceptional Circumstances Fund for those who have not benefitted from support due to circumstances beyond their control and meet the eligibility criteria.
- Energy support
- Grants for food banks and providers of free or low-cost food.
- Increasing the maximum number of emergency awards available through North Yorkshire Local Assistance Fund (NYLAF).
- Support for Care Leavers.
North Yorkshire’s Delivery Plan will be submitted to DWP on 10 May 2024 to reflect the programme.

The purpose of the report is to recommend the procurement of VMware licences for use on the corporate Storage Area Network.

The decision required is to approve the procurement through a selected supplier.

Purchase and provision of subscription-based virtualisation licences for Storage and Compute Hardware solution to allow for the consolidation of IT server storage infrastructure and Datacentres across NYC by 2026.

Authorisation to accept funding from Sport England’s Swimming Pool Support Fund for swimming pools across North Yorkshire.

To introduce revised funding responsibilities for pupils unable to attend schools because of medical needs from June 2024 – taking into account recent relevant guidance from the DfE.

To extend the existing PPE and Work Wear contract with 1st Coverall for a period of twelve months from 19 July 2024 to 18 July 2025. This twelve-month extension is permitted under the contract.

Further to Decision Record dated 24 January 2023 (BES 15/23) it is recommended:

i. to authorise the spend of £99,029 of funding from Department for Environment, Food and Rural Affairs (DEFRA) Local Investment in Natural Capital grant to deliver the Yorkshire Wildlife Trust, Cayton & Flixton Carrs Lowland Peatland Project

ii. to delegate authority to the Assistant Director for Environmental Services and Climate Change in consultation with the Executive Member for Managing our Environment to award grant funds, oversee the implementation of the fund, and to make minor changes to the programme spend under delegated powers.

Agreed submission of the proposed response to the Department for Transport (DfT) in relation to proposed changes to Section 48 of the New Roads and Street Works Act (NRSWA) regarding the installation of electric vehicle infrastructure on the network, as detailed in Appendix A of the report.

The award of a contract to WSP UK Limited in the sum of £170,000 (excl. VAT) for the production of a Land Use Assessment, project pipeline assessment and the overall Natural Capital investment proposition and plan for York and North Yorkshire in connection with the DEFRA funded Local Investment in Natural Capital programme.

Further to Decision Record dated 24 January 2023 (BES 15/23) it is recommended:
i.to authorise the spend of £20,000 of funding from Department for Environment, Food and Rural Affairs (DEFRA) Local Investment in Natural Capital (LINC) grant to provide capacity support within the Resilient Landscapes Yorkshire Community Interest Company
ii.to delegate authority to the Assistant Director - Environmental Services and Climate Change, in consultation with the Executive Member for Managing our Environment to award grant funds, oversee the implementation of the fund, and to make minor changes to the programme spend under delegated powers.

Acceptance approved of £117,151.93 from the Traffic Signal Obsolescence Grant based on the Integrated Transport Block allocation grant formula, as detailed in the report.

To authorise acceptance of a £15,000 grant from Visit England’s Local Visitor Economy Partnerships’ Asset Creation Fund 2024/25

To direct award a contract to NEC Software Solutions via CCS Framework RM6259, Vertical Application Solutions for the consolidation of seven instances of the Revenues and Benefits systems to one.

To Award a construction contract to Dalebuild Ltd at a value of £162,055.11 for a Changing Places facility at Ripon Bus Station.

To seek a decision for approval to accept of an offer of additional grant funding (for up to a total of £500,000) from the Department for Education (DfE) under their Sector Led Improvement Partner (SLIP) Programme for 2024/2025.

Decision required to confirm if NYC can accept this grant funding, under the Council’s Grant Funding Application Process.

To authorise the acceptance of grant funding of up to £500,000 from the DfE under the Sector Led Improvement Partner Programme.

NYC has been offered Social Housing Decarbonisation Fund grant of £1,772,000. This provides financial support of up to 50% for housing retrofit measures to Council owned stock. To accept the grant, the Grant Offer Letter and associated documents must be signed and returned by 9th April 2024.

The Executive Member for Culture, Arts and Housing authorises the acceptance of the Social Housing Decarbonisation Fund grant offer of £1,772,000 and approval of North Yorkshire Council co-funding of £2,045,107.30

Award of the contract for Brotherton Retaining Wall – Maintenance Works to Hinko Construction Ltd for £69,117.80.

To procure and award an NEC 4 term service maintenance contract for Cawood Swing Bridge, A19 Toll Bridge, A63 Bypass Swing Bridge, Whitby Swing Bridge with a duration of two years. The approximate value of the contract will be £325k.
