Acceptance of the award of an Enhanced Partnership Bus Capacity Funding grant from Department of Transport of £336,000.

To seek authorisation for submission of a bid to the DfT for Capability and Ambition Funding for 2022/2022.

The Executive Member for Highways and Transportation authorised the submission of a bid to the Department for Transport after consultation with the Corporate Director – Business and Environmental Services and Corporate Director – Strategic Services and, if successful, for the Corporate Director – Strategic Services to accept £220,780 of revenue funding from the Capability and Ambition Fund, subject to acceptable grant conditions.

A request for an additional 25% revenue within the bid to further build our capability building activities is also approved

That an initial Expression of Interest (EoI) Outline Proposal is submitted for the Live Labs 2 competition, which if ultimately successful will bring in £6M of funding to the County Council. To approve a proposal to pilot the family weight management service model across the County

Approval has been given to pilot an 18 month family weight management service for North Yorkshire

To provide the opportunity for early years’ providers, mainstream schools and academies, and special schools and academies within North Yorkshire to comment on early years, mainstream school and special school funding proposals for the 2023/24 financial year. Separate consultation exercises will be undertaken relevant to each part of the sector

Approval to consult early years’ providers, mainstream schools and academies and special schools and academies within North Yorkshire on early years’, mainstream school and special school funding proposals for the 2023/24 financial year.

To approve consultations to be undertaken as follows:

a. With mainstream schools and academies within North Yorkshire on:
• The level of the Minimum Funding Guarantee (MFG) for 2023/24 Page 5 OFFICIAL • The methodology for the allocation to school budgets of any surplus funding available after the application of the National Funding Formula (NFF) factor values in the North Yorkshire school funding formula for 2023/24

b. With early years providers within North Yorkshire on
• The early years provider base funding rates for 3 and 4 year olds (universal and extended entitlement) and disadvantaged 2 year olds for 2023/24

To agree a combination of direct awards, grants and limited light touch tender activity, moving to a preferred supplier model in 2023/24 to deliver the Multiply programme.

To seek approval to accept the Department of Education Section 31 Grant for the Extension to the Virtual School Head Role

Project delivery from 1st Sept - 31st March for 22/23 (Internal Advert)
a) Three temporary two term fixed contract FTE Education Liaison Adviser posts would continue the effectiveness the Virtual School delivery model and continue to add capacity. Each Virtual School ELA worker has extended their duties to deliver strategic improvement to children with a social worker for 0.3 FTE and be responsible for the new duty within their locality. The proposed option would continue use the extensive relational knowledge and skills of the team and their existing relationships with schools, social care and wider services and systems.
b) The Virtual School attached Education Psychologist Marianne Doonan would continue to be allocated 1 day per week to deliver training with a strong focus on Secondary schools with a high level of CIN and CP need

To approve the North Yorkshire Pension Fund 2022 Funding Strategy Statement

Under his emergency delegated decision-making powers in the Constitution, the Chief Executive Officer has taken the decision to approve the North Yorkshire Pension Fund 2022 Funding Strategy Statement as identified under Item 7, Appendix 3 of the Pension Fund Committee meeting that was adjourned on 9th September 2022.
PLEASE NOTE that this decision is a non-executive decision and as such is not open to call-in.

To request approval for a six month extension to the current contracts.

Approval has been given to a six month contract extension to the Carers Short Break/Sitting Service.

This is a fund for works to corporate buildings to replace heating systems with low carbon technology.
This application is in preparation so the exact sum to be requested is not yet know.

To submit an application to the Public Sector Decarbonisation Scheme Phase 3b.

This funding stream is being made available by Government department Business Energy and Industrial Strategy to assist the decarbonising public sector properties heating. This particular phase is aimed at assisting the removal of end of life gas and oil boilers to be replaced by lower carbon technologies such as heat pumps.

Within the forthcoming public Hearing the Authority is to take a neutral stance towards the amendment proposed by the Planning Inspectorate.

This Definitive Map Modification Order remains opposed therefore it must be referred to the Secretary of State. It has been decided that the Authority will take a neutral stance towards the confirmation of the Modification Order within its submission to the Secretary of State.

Award of the contract for Whitby Swing Bridge steel works and resurfacing for £88,614.80 to PBS Construction.

Award of the contract for Toad Hole structure replacement to Thomas Armstrong Ltd for £126,347.

The opposed Diversion Order be referred to the Secretary of State and that within the submission the Authority supports the confirmation of the Order.

New Framework for electricity supply (for corporate properties, schools and District Councils as part of LGR)

To award the electricity supply contract to EDF Energy Limited via the CCS RM6011 framework, for the supply of electricity for the Council’s corporate functions, including street lighting and illuminated street furniture, and traded services to school & academy portfolios for the new council from 01 April 2023. The replacement supply contract will encompass the existing NYCC meter points and the meter points from the seven boroughs and districts, which will be brought into the new supply contract as their existing contracts complete. The precise bundles as to the makeup of the supply are still to be determined.

To procure NCFE as North Yorkshire County Council’s End Point Assessment (EPA) Independent Assessment Organisation (IAO), Training & Learning apprenticeship awarding body. Awarded via YPO Framework 833 Apprenticeships and Associated Training from the 1st August 2022, and expires on the 31st July 2024. Contract incorporates optional extension for up to one additional period of 24 months, 1st August 2024 – 31st July 2026.

To approve the addition of new schemes to be added to the Forward Highways Capital Programme

Approval for new schemes (as identified in Appendices 1-9) to the value of £28M be included in the Highways Capital Forward Programme for Structural Highway Maintenance.
