Within the forthcoming public Hearing the Authority is to take a neutral stance towards the amendment proposed by the Planning Inspectorate.

The opposed Diversion Order be referred to the Secretary of State and that within the submission the Authority supports the confirmation of the Order.

Award of the contract for Hawes Rope Makers Culvert Strengthening (No.1972) to JN Bentley for £63,044 from the Revenue Budget. The form of contract will be a NEC4 ECC Option A and awarded under the CECF 2021.

A contract be awarded to P C Richardson & Co for the provision of carrying out a maintenance works contract to Intack Bridge, North Yorkshire. The form of contract will be a NEC4 Short Contract for the sum of £60,200.00 and is scheduled for June 2022. Scheme is funded from the Bridges revenue budget, the estimated price was £40,000.00, so no previous record has been submitted for approval to procure.

The indicative headline structural highways maintenance capital allocations based on current planning assumptions agreed and grant approval to carry out the relevant procurement processes; and

approval of two additional schemes to the Highways Capital Forward Programme for Structural Highway maintenance identified since the last Highways Capital Programme report dated 20 August 2021:
i) repairs to damaged culvert on Goose Track Lane – Ryedale
ii) repairs to damaged culvert headwall on Fulham Lane, Selby

Approve the use of the NYCC Cycle Design Guide as a local guide for supporting the use of LTN 1/20 in North Yorkshire.

To approve the proposed methodology to be used to assess potential cycle corridors to complete stage five of the Harrogate Local Cycling and Walking Infrastructure Plan (LCWIP).

To finalise and submit the consultation responses on the UK Emissions Trading Scheme consultation before the deadline of 17 June 2022.

The recommendations set out in the report have been approved and the proposed speed limit changes as advertised can be implemented.

To consider/approve the proposals for services to be delivered by Yorwaste Ltd.

The addition of two new Schedules to the Services Contract between NYCC and Yorwaste Ltd to deliver the provision of a bulky waste collection and skip service.

Implementation of the decision is subject to the necessary Gate 4(a) document being completed.

The school term and holiday dates for the academic year 2023- 2024 have been consulted on.
This decision will determine the calendar for 2023-2024 for North Yorkshire community and voluntary controlled schools.

To approve the school term and holiday dates for community, voluntary controlled, community special schools and maintained nursery schools for 2023/24, as set out in the calendar identified at Appendix 1 to the report.

To seek acceptance of the DfT funding offered through the Local Transport Fund

The Leader of the Council authorised the Corporate Director - Strategic Resources to accept the £694,570 Local Transport Fund Grant and the terms of the Grant Agreement

To submit a funding bid to the Department for Work and Pensions in relation to the Reducing Parental Conflict Grant for the allocated two year funding (2022/23 and 2023/24) of £102, 267 with a view to extend the funding in year 3 (2024/5) by £44,000.

Acceptance of a Grant in 2022/23 from DLUHC for the provision of support within Domestic Abuse Safe Accommodation. The total grant amount is £1,044,653.

That the grant funding for 2022/23 that has been allocated to North Yorkshire County Council to support victims of domestic abuse and their children in refuges and other forms of safe accommodation by the Department of Levelling Up, Housing and Communities be accepted.
