Announced in October 2023 based on the recommendations from the
Khan Review, ‘Stopping the Start: our new place to create a
smokefree generation’ was published outlining the
Government’s efforts to achieve a national smoking prevalence
of 5%. To support these efforts, further funding for stop smoking
services was announced as part of this paper to achieve this
Smokefree 2030 target.
£70 million has been identified for these services over the
next 5 years, starting in 2024-25. Funding per Local Authority area
has been calculated based on local smoking prevalence. North
Yorkshire’s funding for 2024-25 has been identified as
c£632k.

Education to deliver the national Holiday Activities & Food
Programme (HAF) for North Yorkshire in 2024/25.
The HAF grant is offered to all upper tier authorities in England
to provide a programme of free holiday activities and food during
the main school holiday periods of Easter, Summer and Christmas.
Free places are offered to all ‘means tested free school
meal’ eligible school age children. Provision should be
delivered in line with the grant criteria of:
Easter - 4 hours per day for 4 days
Summer – 4 hours per day for 16 days
Christmas – 4 hours per day for 4 days
Local Authorities have flexibility regarding how the provision is
delivered and in North Yorkshire the programme is delivered as a
consortia between the Council and local community based
providers.
The grant offer for the 2024/25 is marginally higher that the grant
in 2023/24 (£1,378,320). The programme is fully funded by the
DfE and no additional costs are incurred by North Yorkshire

Four properties have been acquired as part of this initiative. The

This property has been purchased back into the HRA with a
nomination that has been identified as a suitable property for
development to meet the tenant’s disability requirements as
per the OT requirements.
A single storey extension has been proposed to incorporate an
additional adapted wet room and adaptations including the full
refurbishment of the house and external areas have been agreed to
meet the incoming tenants needs.
2. 2, Stockwell Place, Knaresborough HG5 0LJ
This property is an end terrace property that has been purchased
back into the HRA that has been identified as a suitable property
for development to meet the housing demand for 4 bedrooms with
disabled facilities
An extension to provide a ground floor adapted bedroom and wet
room, and an extension for the kitchen to create a four bedroomed
property suitably adapted for a large family with disabled
needs.
3. 3, St Andrew’s Avenue, Harrogate HG2 7RN
This Property is currently a void property with a nomination that
has been identified as a suitable property for development. A
two-storey extension to provide a wet room with WC and bedroom, and
single storey extension to accommodate and additional bedroom
downstairs, providing the property in total with five bedrooms to
accommodate the nominations needs.
4. 71, Charlton Drive, Knaresborough
A ground floor extension to provide a bedroom and wetroom
comprising shower, wc and basin. The work will include construction
a low-level retaining wall in the rear garden to provide for the
extension. All approvals are in place for the works to
proceed.
This is a replacement property for 4, Jessamine Terrace, Spofforth
where due to a change in the tenant’s circumstances, it is no
longer the intention to provide an extension to the property.
It is the recommendation to tender these extension projects as one
lot, which will make the package more attractive to the contractor
marketplace, rather than tendering the projects separately. The
anticipated size of the entire package will be in excess of
£500,000 (incl of VAT).

to tender for contractors to develop a site at Robert Street,
Harrogate for shared ownership housing.
The tender will include -
•Facilitating works – to include but not limited to
security and fencing and demolition
•Super structure works

The annual budget allowance for this work is £400,000
The contract will likely be for around 1 year although extensions
will be given if the build process takes longer than
